A comprehensive statewide initiative led by the Florida Veterans Coalition to ensure that every Veteran residing in Florida — and every service member transitioning into Florida — has access to coordinated, life-stabilizing support across all 67 counties.

Statewide Veteran Support
Operation Safe Landing serves all Veterans residing in Florida, not only those transitioning from military service. We coordinate access to critical support areas including Housing, Education, Healthcare, Career & Workforce Placement, Financial Stability, Mental Health, and Food Security. No Veteran should have to navigate crisis or instability alone.
County-Based Engagement Model
Operation Safe Landing operates through a bottom-up, county-level engagement structure. Rather than centralizing support in one region, we activate community partners within each Florida county to ensure local accessibility and rapid response. This includes local nonprofits, workforce & education institutions, healthcare providers, government agencies, and civic & faith-based organizations.
Community Integration Coordinator (CIC) for Onward Ops
Florida Veterans Coalition serves as the CIC for the Onward Ops program, providing structured transition support for service members relocating to Florida. We connect transitioning service members to local resources, provide peer-based community integration, support workforce readiness and housing navigation, and coordinate stabilization during the first 12 months post-service.
Task Force Model
FVC deploys a Statewide Task Force Model designed to reinforce and strengthen community partners. This model allows us to mobilize rapid response during crises, address service gaps in underserved counties, coordinate cross-sector partnerships, deploy subject matter experts when needed, and track data and outcomes statewide. The Task Force strengthens existing organizations rather than replacing them.
Enrollment into the VA System
Operation Safe Landing actively supports VA enrollment and benefits navigation. Many Veterans remain unenrolled or underutilize available federal benefits. Our initiative helps ensure Veterans enroll in the VA healthcare system, access earned federal benefits, navigate disability claims & eligibility, and connect with VA-supported healthcare and mental health services.
A Coordinated Infrastructure, Not a Single Program
Operation Safe Landing is not one service — it is an integrated statewide model designed to prevent homelessness, reduce financial instability, improve workforce outcomes, increase healthcare access, strengthen Veteran mental health, and enhance community integration.
Florida is home to over 1.5 million Veterans. Operation Safe Landing ensures every one of them has a safe landing — regardless of when they served or where they live. Each relocating Veteran is paired with a trained peer mentor; the mentor stays engaged throughout the first 12 months post-service, helping navigate critical services.
